नयी दिल्ली। केंद्र के तीन कृषि कानूनों के मुद्दे पर कांग्रेस और कुछ अन्य विपक्षी दलों के सदस्यों के हंगामे के कारण बृहस्पतिवार को लोकसभा की कार्यवाही तीन बार के स्थगन के बाद दिन भर के लिए स्थगित कर दी गई। सदन में आज भी प्रश्नकाल बाधित हुआ और शून्यकाल नहीं हो सका। हंगामे के बीच ही सरकार ने दो विधेयक पेश किये। संसद के मॉनसून सत्र के शुरुआती दो दिन भी विपक्षी सदस्यों के हंगामे के कारण निचले सदन में कामकाज नहीं हो सका था। आज सुबह सदन की कार्यवाही आरंभ होने के साथ ही विपक्षी सदस्य नारेबाजी करते हुए आसन के निकट पहुंच गए। कांग्रेस सदस्यों ने ‘काले कानून वापस लोश् के नारे लगाए। उन्होंने तख्तियां हाथ में ले रखी थीं। इनमें से एक तख्ती पर ‘अन्नदाता का अपमान बंद करो, तीनों कृषि कानून रद्द करो लिखा था। लोकसभा अध्यक्ष ओम बिरला ने सदन में हंगामे के बीच प्रश्नकाल शुरू करवाया। इस दौरान जलशक्ति मंत्री गजेंद्र सिंह शेखावत ने पूरक प्रश्नों के उत्तर भी दिए। सदन में नारेबाजी के बीच अध्यक्ष ओम बिरला ने विपक्षी सदस्यों से अपने स्थान पर जाने और सदन चलने देने की अपील की। उन्होंने कहा, ‘‘यह सदन चर्चा और संवाद के लिए है। आपको जनता ने तख्तियां दिखाने और नारेबाजी करने के लिए नहीं भेजा है। आप मुद्दे उठाएं, चर्चा करें और जनता की समस्याओं के समाधान का प्रयास करें। आपको चर्चा करने का पूरा समय मिलेगा। बिरला ने हंगामा कर रहे सदस्यों से नाराजगी दिखाते हुए कहा, ‘‘तख्तियां दिखाना और नारेबाजी करना है तो आप सदन से बाहर चले जाएं। यह उचित नहीं है। सदन में हंगामा नहीं थमने पर बिरला ने सुबह करीब 11.10 बजे लोकसभा की कार्यवाही दोपहर 12 बजे तक के लिए स्थगित कर दी। सदन की बैठक दोबारा शुरू हुई तो कांग्रेस समेत विपक्षी दलों के सदस्य आसन के समीप आकर नारेबाजी करने लगे। पीठासीन सभापति भर्तृहरि महताब ने नारेबाजी कर रहे सदस्यों से अपने स्थान पर जाकर कार्यवाही चलने देने की अपील की। महताब ने कहा कि सरकार बार-बार कह रही है कि वह हर विषय पर चर्चा के लिए तैयार है। संसदीय कार्य मंत्री प्रह्लाद जोशी ने कहा कि विपक्ष के सदस्य कार्यवाही को अवरुद्ध कर रहे हैं। उन्होंने कहा कि सरकार कोविड समेत हर विषय पर चर्चा को तैयार है। हंगामे के बीच ही पोत परिवहन मंत्री सर्वानंद सोनोवाल ने अंतर्देशीय जलयान विधेयक, 2021 पेश किया। रक्षा राज्य मंत्री अजय भट्ट ने अनिवार्य रक्षा सेवा विधेयक, 2021 पेश किया। आरएसपी के एन के प्रेमचंद्रन ने अनिवार्य रक्षा सेवा विधेयक, 2021 को पेश किये जाने का विरोध करते हुए कहा कि इसमें कर्मचारियों की हड़ताल रोकने का प्रावधान है जो संविधान में मिला मौलिक अधिकार है। उन्होंने कहा कि यह विधेयक कामगार वर्ग के लोकतांत्रिक अधिकारों को समाप्त करने वाला है और सदन में व्यवस्था नहीं होने पर इस विधेयक को पेश नहीं कराया जाना चाहिए। शोर-शराबे के बीच ही भट्ट ने विधेयक पेश किया। पीठासीन सभापति महताब ने आसन के समीप आकर प्रदर्शन कर रहे सदस्यों से एक बार फिर सीटों पर जाने और कार्यवाही चलने देने का आग्रह किया। उनकी अपील का कोई असर नहीं हुआ, जिसके बाद उन्होंने सदन की बैठक को दोपहर दो बजे तक स्थगित कर दिया। बैठक अपराह्न दो बजे शुरू हुई तो विपक्ष के सदस्य सुबह की तरह ही नारेबाजी करने लगे। पीठासीन सभापति महताब ने उनसे अपने स्थानों पर जाने और कार्यवाही चलने देने का अपना आग्रह दोहराया। हालांकि हंगामा नहीं थमा और पीठासीन सभापति ने कार्यवाही अपराह्न चार बजे तक स्थगित कर दी। अपराह्न 4 बजे कार्यवाही फिर से आरंभ होने पर सदन में स्थिति ज्यों की त्यों बनी रही। इसके बाद पीठासीन सभापति महताब ने विपक्षी सदस्यों से अपने स्थान पर जाने और सदन चलने देने की अपील की। हंगामा नहीं थमने पर उन्होंने शाम करीब 4 बजकर 5 मिनट पर कार्यवाही शुक्रवार सुबह 11 बजे तक के लिए स्थगति कर दी। अपनी News वेबसाइट / यूट्यूब चैनल चलाएं / Run your Website / Youtube Channel आप अपना यूट्यूब चैनल चलाएं, हम आपका चैनल सेट करके देंगे और वीडियो बनाने, अपलोड करने, चैनल प्रोपर चलाने की पूरी जानकारी देंगे केवल 999/- रु. में! आप अपना न्यूज पोर्टल चलाएं. हम ब्लॉगर में आपका पोर्टल सेट करके देंगे और खबर अपलोड करने, पोर्टल रन करने की पूरी जानकारी देंगे केवल 999/- रु. में ! इच्छुक व्यक्ति हमें व्हाट्सऐप/मेल के जरिये संपर्क करें- Whatsapp7895143358 You run your youtube channel, we will set up your channel and give complete information about creating videos, uploading, running channel props only Rs.999/-.
