बरेली। उत्तर प्रदेश कोरोना से लोगों को बचाने, कोरोना प्रसार रोकने में सर्वाधिक नाकाम राज्य है। आम जनता तो बेहद बदहाल ओर असहाय हो गई है। धनी लोगों के साथ सांसदों, विधायकों और दूसरे जनप्रतिनिधियों तक की हालत खराब है। भाजपा के कई विधायक ठीक से इलाज नहीं हो पाने के कारण मर गये, कई भाजपा विधायकों और सांसदों के परिजनों में या करीबियों में कोई न कोई सही और समय पर चिकित्सा सुविधा के अभाव में असमय कालकवलित हो गये। लेकिन मुख्यमंत्री योगी आदित्यनाथ चोरी और सीनाजोरी की तर्ज पर खामियां उजागर करने वालों को धमकाने और परेशान करने पर ज्यादा जोर देते रहे। मोदी सरकार में मंत्री और बरेली से सांसद संतोष गंगवार ने मुख्यमंत्री योगी के प्रबंधन पर सवाल उठाते हुए पत्र लिखा है। मुख्यमंत्री योगी आदित्यनाथ के नाम लिखे इस पत्र में उन्होंने कई अव्यवस्थाओं को टारगेट किया है। लिखा है, अफसर फोन नहीं उठाते हैं। अस्पतालों में इस्तेमाल होने वाले मेडिकल इक्विपमेंट डेढ़ गुना ज्यादा दाम पर व्यापारी बेच रहे हैं। अस्पतालों में मरीजों को रेफरल के नाम पर इधर-उधर घुमाया जाता है। उन्हें भर्ती नहीं किया जा रहा है।
गंगवार ने लिखा कि एमएसएमई के अंतर्गत सभी पर उद्योगों को सरकार की तरफ से 50 फीसदी की छूट उन अस्पतालों को दी जाती है, जो ऑक्सीजन प्लांट लगाना चाहते हैं। इसी तर्ज पर मेरा सुझाव है कि बरेली में भी कुछ प्राइवेट सरकारी अस्पतालों को 50 फीसदी की छूट देने के साथ जल्द से जल्द प्लांट मुहैया कराई जाए, ताकि ऑक्सीजन में होने वाली दिक्कतों को खत्म किया जा सके।
गंगवार के अनुसार, कोरोनावायरस बीमारी से निपटने में उपयोग होने वाले महत्वपूर्ण इक्विपमेंट को व्यापारी संगठन ज्यादा से ज्यादा दाम में बेच रहे हैं। इसलिए प्रदेश सरकार की तरफ से इन सभी महत्वपूर्ण इक्विपमेंट का रेट तय किया जाए। यह बहुत जरूरी है कि कोरोना संक्रमित मरीज को कम से कम समय में रेफरल अस्पताल में भर्ती कराया जाए। पता चला है कि रेफरल होने के बावजूद पीड़ित मरीज को सरकारी अस्पताल में भेजा जाता है, उसे कहा जाता है कि दोबारा जिला अस्पताल में रेफर करवाकर आइए। मरीज लगातार इधर-उधर घूमता रहता है। उसकी ऑक्सीजन लगातार नीचे गिरती है। यह चिंता का विषय है। कई घटना में मरीज मौत भी हो चुकी है।
बरेली में खाली ऑक्सीजन सिलेंडर की बहुत कमी पड़ गई है। इसका मुख्य कारण है कि शहर के काफी लोगों ने ऑक्सीजन सिलेंडर अपने घरों में एहतियात के तौर पर रख लिया है। ऐसे घरों को चिन्हित कर बिना वजह सिलेंडर रखने वालों के खिलाफ कार्रवाई करते हुए जरूरतमंद को सुविधा पहुंचाई जाए। स्टॉक किए हुए सिलेंडर को मनमाने दाम पर बेचा जा रहा है।
केंद्रीय मंत्री शहर के स्वास्थ्य अधिकारी मेरा फोन नहीं उठाते हैं। मरीजों को काफी असुविधा हो रही है। बरेली के सभी प्राइवेट अस्पतालों में कोविड मरीजों को भर्ती करने की सुविधा दी जाए। वैक्सीन संबंधित सभी अस्पताल जो आयुष्मान भारत से जुड़े हुए हैं, वहां वैक्सीन के रजिस्ट्रेशन के साथ वैक्सीन उपलब्ध कराई जाए। जिससे वैक्सीन लगाने वाले व्यक्ति ज्यादा से ज्यादा लाभ ले सके और कोविड-19 महामारी से बचा जा सके।
केंद्रीय मंत्री गंगवार ने लिखा कि कुछ दिन पहले बरेली के डीएम को भी एक पत्र लिखकर 7 पॉइंट्स में स्वास्थ्य सुविधाओं और कोविड मैनेजमेंट को बेहतर करने के लिए सुझाव दिया था, लेकिन उस पर उन्होंने कोई ध्यान नहीं दिया। डीएम फोन भी नहीं रिसीव करते। केंद्रीय मंत्री के पहले भी योगी सरकार के कई विधायक और मंत्री कोविड मैनेजमेंट को लेकर प्रशासनिक अफसरों पर सवाल खड़े करते रहे हैं।
मालूम हो कि योगी ने पिछले साल कोरोना त्रास्दी को देखते हुए राज्य के चिकित्सा-स्वास्थ्य ढांचे में कोई बढ़ोत्तरी नहीं की। फरवरी-मार्च 2021 में जब दूसरी लहर आने के बाद संक्रमितों की संख्या बढ़ रही थी वे इसकी रोकथाम के इंतजाम करने के बजाय राज्य में त्रिस्तरीय पंचायत चुनाव करवा रहे थे और खुद पश्चिम बंगाल और दूसरे राज्यों के विधान सभा चुनावों में पार्टी के लिए प्रचार करने में व्यस्त थे।
