नयी दिल्ली। उत्तर प्रदेश और बिहार में गंगा नदी सहित अन्य नदियों में बहती शवों पर सरकार ने कहा है कि ये शव कोरोना संक्रमितों के हो सकते हैं. समाचार एजेंसी रायटर्स की एक रिपोर्ट में दावा किया गया है कि एक राज्य की सरकार ने एजेंसी को बताया कि ये शव कोरोना संक्रमितों के ही हैं. गंगा में बहते सैकड़ों शवों को देखकर देश में महामारी की भयावह स्थिति का अंदाजा लगाया जा सकता है. कुछ नदियों के तटों पर बालू में दबाये गये कुछ शव भी मिले हैं.
15 मई को समाचार एजेंसी पीटीआई ने कई तस्वीरें जारी की थी कि जिसमें प्रयागराज में नदी के किनारे बालू में गड़े शवों को देखा जा सकता है. पीटीआई की ओर से कहा गया था कि कथित तौर पर लकड़ी की कमी के कारण लोग कोरोना संक्रमितों के शव को बालू के नीचे दबा दे रहे हैं. कई शवों को गंगा में बहाया भी गया है. हालांकि उत्तर प्रदेश और बिहार सरकार ने नदियों के तटों पर कड़ी निगरानी लगा दी है.
रायटर्स के हवाले से हिंदुस्तान टाइम्स ने लिखा कि जो शव नदियों में पाये गये हैं. वह ग्रामीण क्षेत्र में लोगों के डर की वजह से नदी में बहा दिये गये हैं. एक वरिष्ठ अधिकारी मनोज कुमार सिंह ने 14 मई को जिला प्रमुखों को लिखे अपने पत्र में इस बात का जिक्र किया. उन्होंने कहा कि प्रशासन के पास ऐसी जानकारी है कि लोग कोरोना संक्रमण या किसी और बीमारी से मरने वाले लोगों के शवों का अंतिम संस्कार रीति-रिवाज से करने की बजाए उनको नदियों में बहा रहे हैं. इसी की वजह से कई जगहों पर नदियों से शव बरामद किये गये हैं. ऐसा गरीबी के कारण भी हो सकता है.
सिंह ने कहा कि राज्य के गाजीपुर जिले में चार से पांच शवों के पोस्टमार्टम में कोरोना वायरस के संक्रमण का पता नहीं चला है. उन्होंने कहा कि शव सड़ चुके हैं. इसलिए ऐसा नहीं लगता कि उनमें से कोरोनावायरस संक्रमण का पता लगाया जा सकता है. बिहार और उत्तर प्रदेश प्रशासन ने गंगा में बह रहे शवों को निकालकर उनका रीति-रिवाज से अंतिम संस्कार कर दिया है. नदियों में पुलिस गश्त लगा रही है.
बलिया जिले के नरही थाना क्षेत्र में पुलिस को शनिवार को भी दो शव मिले. पुलिस ने शवों को निकालकर ग्रामीणों के सहयोग से उनका अंतिम संस्कार कराया. एक शव को उसके परिजन नदी में फेंककर जा रहे थे, तब पुलिस ने उन्हें रोका और शव का अंतिम संस्कार करवाया. नदी में शव फेंकने की घटना पर रोक लगाने के लिए पीएसी तैनात की गयी है और नदी में जल पुलिस निगरानी भी कर रही है. बिहार के बक्सर से भी कई शवों को नदी में फेंकने का प्रयास किया गया, लेकिन पुलिस ने उसको विफल कर दिया. शनिवार को राज्य के मुख्यमंत्रियों के साथ बैठक में खुद प्रधानमंत्री नरेंद्र मोदी ने भी अधिकारियों से ग्रामीण स्वास्थ संसाधनों को मजबूत करने को कहा है. पीएम मोदी ने कहा कि कोरोनावायरस शहरी क्षेत्रों को तबाह करने के बाद अब गांवों में भी तबाही मचा रहा है. स्वास्थ्य विशेषज्ञों का कहना है कि राज्य के गांवों में कई मामलों का पता नहीं चल रहा है, जहां बड़ी संख्या में लोग रहते हैं.
एक अन्य खबर के अनुसार, उत्तर प्रदेश और बिहार में गंगा के किनारे सैकड़ों शव मिलने के बाद केंद्र ने इस मामले में दखल दिया है। केंद्र सरकार ने दोनों राज्यों से कहा है कि वे गंगा और उसकी सहायक नदियों में शव प्रवाहित करने पर रोक लगाएं। साथ ही शवों का सुरक्षित और सम्मानजनक तरीके से दाह संस्कार कराने पर ध्यान दें। कोरोनोवायरस के मामलों में बढ़ोतरी के बाद इन नदियों के किनारे कई लाशों को देखा गया था। 15 और 16 मई को हुई समीक्षा बैठक में केंद्र ने कहा कि हाल में गंगा और उसकी सहायक नदियों में शवों और अधजली लाशें प्रवाहित करने की सूचना मिली है। यह बहुत गलत और खतरनाक है।
जल शक्ति मंत्रालय के मुताबिक, राज्य के प्रदूषण नियंत्रण बोर्डों को स्वास्थ्य विभागों की मदद से पानी की गुणवत्ता की कई बार निगरानी करने का निर्देश दिया गया है। केंद्रीय प्रदूषण नियंत्रण बोर्ड को पूरे मामले की मॉनिटरिंग-एडवांस्ड एनालिसिस करने और राज्य प्रदूषण नियंत्रण बोर्डों को गाइड करने की जिम्मेदारी सौंपी गई है। मंत्रालय के मुताबिक, दाह संस्कार के लिए मदद को प्राथमिकता दी जानी चाहिए। सरकारी आदेशों का प्रभावी क्रियान्वयन हो, इसे सुनिश्चित करने की जरूरत है। मंत्रालय ने कहा कि इस काम में समय की बर्बादी नहीं होनी चाहिए।
मालूम हो कि जब गंगा और यमुना में शव मिलने शुरु हुए तो यह भी सामने आया कि कुछ अस्पताल वाले एंबुलेंसों के जरिये शव नदियों में फिंकवा रहे हैं। इस तरह हजारों लोगों का कोई सुधलेवा नहीं है। कुछ लोग नदी में डर के कारण फेंकने से बचेंगे तो कुछ दफनाने से। ऐसे में बहुतों की लाशें कहां गटर इत्यादि में डाल दी जाएंगी कोई नहीं जान पाएगा।

Singh said that corona virus infection has not been detected in post mortem of four to five dead bodies in Ghazipur district of the state. He said that the bodies have rotted. Therefore it does not appear that coronavirus infection can be detected among them. The administration of Bihar and Uttar Pradesh have exhumed the bodies flowing in the Ganges and cremated them with rituals. Police is patrolling the rivers.
Police also found two bodies on Saturday in Narhi police station area of Ballia district. Police took out the dead bodies and performed the last rites with the help of villagers. A dead body was being thrown by his family in the river, then the police stopped him and performed the last rites of the dead body. The PAC has been deployed to prevent the throwing of dead bodies in the river and the water police is also monitoring the river. Attempts were also made to throw several dead bodies into the river from Buxar in Bihar, but were thwarted by the police. In a meeting with the Chief Ministers of the state on Saturday, Prime Minister Narendra Modi himself has also asked the officials to strengthen the rural health resources. PM Modi said that after destroying the urban areas, the coronavirus is causing havoc in the villages too. According to another news, the Center has intervened in the matter after finding hundreds of dead bodies along the banks of the Ganges in Uttar Pradesh and Bihar. The central government has asked the two states to stop the flow of bodies in the Ganges and its tributaries. Also, pay attention to cremation of dead bodies in a safe and dignified manner. Several corpses were seen along the banks of these rivers after an increase in cases of coronovirus. In the review meeting held on 15 and 16 May, the Center said that it has recently been reported that bodies and unburnt corpses have flowed into the Ganga and its tributaries. This is very wrong and dangerous.
According to the Water Power Ministry, the state's pollution control boards have been instructed to monitor water quality multiple times with the help of health departments.
