रुद्रपुर (ऊधम सिंह नगर) उत्तराखंड 19 मई। कुमाऊं मंडल आयुक्त अरविंद सिंह ह्यांकी ने मंडल के सभी जिलाधिकारियों के साथ वीडियो कांफ्रेंसिंग के माध्यम संक्रमण की रोकथाम एवं उपचार के लिए की जा रही व्यवस्थाओं एवं बेहतर ऑक्सीजन मैनेजमेंट के संबंध में सभी जिलाधिकारियों के साथ वीडियो कांफ्रेंसिंग के माध्यम जानकारी लेते हुए व्यवस्थाओं की समीक्षा की। आयुक्त कुमाऊं मंडल ने सभी जिलाधिकारियों से कहा कि कोरोना संक्रमण के रोकथाम एवं नियंत्रण के लिए सभी अधिकारियों को अपने-अपने जनपदों में इसका बेहतर प्रबन्धन सुनिश्चित किया जाय, जिसके लिए यह जरूरी है कि किसी भी प्रकार से आक्सीजन की कमी न हो इसके लिए सभी अधिकारी समय से उचित व्यवस्था कराते हुए खाली ऑक्सीजन सिलेंडरों को तत्काल रीफिलिंग के लिए सुरक्षा मानक का परीक्षण कर भेजा जाए। किसी भी दशा में खाली सिलेंडर को रोका ना जाए तथा यह सुनिश्चित किया जाये कि ऑक्सीजन की कमी किसी भी दशा में न हो एवं ऑक्सीजन की कमी के कारण किसी व्यक्ति की जान न जाये।
उन्होंने जिलाधिकारियों को ऑक्सीजन मैनेजमेंट को बेहतर करने तथा डेथ ऑडिट कराने के निर्देश दिए। उन्होंने कहा जिले में मरीजों को ऑक्सीजन एवं दवाओं की किसी भी तरह से कमी नहीं होने पाए, इसका विशेष ध्यान रखा जाये। उन्होंने कहा कि आगामी वर्षाकाल मौसम को देखते हुए सभी जनपद ऑक्सीजन का एक सप्ताह का पर्याप्त स्टॉक रखें। ऑक्सीजन के सिलेंडर चौबीसों घंटे भरवाकर रखें तथा इसकी नियमित मॉनिटरिंग भी करते रहें। उन्होंने यह भी कहा कि आक्सीजन की किसी भी प्रकार की कमी न हो इसके लिए ऑक्सीजन कन्संट्रेटर, ऑक्सीजन सिलेण्डरों की प्राप्त व्यवस्था सुनिश्चित करायी जाय।
उन्होने जिलाधिकारियों से कहा कि कोविड संक्रमण के रोकथाम एवं नियंत्रण के लिए अधिक से अधिक लोगों की सैंपलिंग करायी जाय तथा दूरस्थ क्षेत्रों में ग्राम स्तर पर गठित निगरानी समिति द्वारा इसकी निरंतर गॉव में आने वाले व्यक्तियों की निगरानी की जाय एवं किसी व्यक्ति में किसी प्रकार के लक्षण पाये जाने पर उसकी तत्काल सैपलिंग कराते हुए उन्हें दवा किट उपलब्ध कराये जाय इसके लिए उन्होंने यह भी कहा कि संक्रमण के प्रभावी नियंत्रण के लिए यह आवश्यक है कि यदि कोई व्यक्ति संक्रमित हो तो उसको कोविड चिकित्सालय एवं कोविड केयर सेंटर में पहुॅचाने के लिए वाहन की उचित व्यवस्था सुनिश्चित हो ताकि संक्रमण अन्य किसी व्यक्ति में न फैल सके। उन्होंने यह भी कहा कि कोरोना संक्रमण के नियंत्रण एवं बेहतर उपचार के लिए जो भी आवश्यक व्यवस्थायें की जानी है उसके लिए जनपद स्तर पर ही सीएसआर एवं अन्य माध्यमों से सुनिश्चित करायी जाय ताकि संक्रमितों का जल्द से जल्द बेहतर उपचार हो सके।
आयुक्त ने कहा कि अस्पतालों में उपचार के लिए बैडों की संख्या, ऑक्सीजन की उपलब्धता, रेमडेसीवर इंजेक्शन तथा दवाओं की उपलब्धता व कंट्रोल रूम को लेकर आवश्यक निर्देश दिए। उन्होंने कहा कि लोगों को कोविड-19 के बचाव व वैक्सिनेशन के संबंध में जानकारी भी दे। वीसी के दौरान मंडलायुक्त श्री ह्यांकी ने कहा कि जिला अस्पताल, स्वास्थ्य संस्थाओं एवं कोविड केयर सेंटर में भर्ती कोरोना संक्रमित मरीजों के ऑक्सीजन लेवल, बी पी, टेंपरेचर, आदि की लगातार मॉनिटरिंग करें तथा उसी अनुरूप उनका उपचार किया जाए। कोविड मरीजों के इलाज में किसी भी स्तर पर कोई कोताही ना बरते, उन्हें बेहतर से बेहतर इलाज मुहैया कराया जाए, ताकि वे शीघ्र स्वस्थ हो सकें। ऑक्सीजन कैंसट्रेटर जरूरी कोविड फैसिलिटी सेंटर्स एवं बेडों को चिन्हित कर लगाए। आयुक्त ने सभी जिलाधिकारीयों को कोविड अस्पतालों का नियमित निरीक्षण और निगरानी करने का निर्देश दिया। उन्होंने अस्पतालों में बेड की संख्या, भर्ती मरीजों की संख्या, रिकवरी पेशेंट की संख्या, ऑक्सीजन बेड, आईसीयू बेड वेंटिलेटर बेड की स्थिति की समीक्षा करने और मरीजों के लिए समुचित व्यवस्था सुनिश्चित कराने व कोविड-19 की बेसिक दवा की निर्बाध आपूर्ति और उपलब्धता सुनिश्चित कराने के निर्देश दिए।
समीक्षा के दौरान जिलाधिकारी श्रीमती रंजना राजगुरू ने मा0 आयुक्त को जनपद में कोरोना संक्रमण की रोकथाम एवं नियंत्रण के लिए की जा रही व्यवस्थाओं के संबंध में विस्तार पूर्वक जनकारी देते हुए कहा कि जनपद में आॅक्सीजन एवं सिलेंडर की किसी प्रकार की कोई कमी नही है। उन्होने बताया कि प्रत्येक अस्पतालों में नोडल अधिकारियों द्वारा निरन्तर माॅनीटरिंग की जा रही है। यहां निदेशक राष्ट्रीय स्वास्थ्य मिशन बंशीधर तिवारी, मुख्य चिकित्सा अधिकारी डीएस पंचपाल, अपर जिलाधिकारी जगदीश चन्द्र काण्डपाल, सीएमएस डा0 सामन्त आदि उपस्थित थे।

Kumaon Divisional Commissioner Arvind Singh Hayanki reviewed the arrangements being made for prevention and treatment of infection through video conferencing with all the district magistrates and taking information through video conferencing with all the district magistrates regarding better oxygen management. . Commissioner Kumaon Mandal told all the District Magistrates that for the prevention and control of corona infection, all the officials should ensure its better management in their respective districts, for which it is necessary that there is no shortage of oxygen in any way. The officer should be sent to the empty oxygen cylinders for immediate refilling after testing the safety standard by making proper arrangements in time. In any case, empty cylinders should not be stopped and it should be ensured that there is no deficiency of oxygen in any condition and no person is killed due to lack of oxygen.
He instructed the district magistrates to improve oxygen management and conduct death audits. He said that special care should be taken to ensure that the patients in the district are not deficient in oxygen and medicines in any way. He said that in view of the upcoming rainy season, all districts should keep sufficient stock of oxygen for a week. Keep oxygen cylinders stuffed round the clock and also monitor it regularly. He also said that there should be no shortage of oxygen, so that the system of oxygen concentrator and oxygen cylinders should be ensured.
He asked the District Magistrates to conduct sampling of maximum number of people for prevention and control of Kovid infection and to monitor the people coming to the village continuously in the remote areas by monitoring committee and any kind of person in it. He should also be provided with a medicine kit by providing immediate sapling in case of symptoms. For this, he also said that for effective control of infection, it is necessary that if a person is infected, the vehicle to transport him to Kovid Hospital and Kovid Care Center Ensure proper arrangement so that the infection does not spread to any other person. He also said that whatever necessary arrangements are to be made for the control and better treatment of corona infection, it should be ensured at the district level itself through CSR and other means so that the infected can get better treatment at the earliest.
The commissioner said that necessary instructions have been given regarding the number of beds for treatment in hospitals, availability of oxygen, remedies injection and availability of medicines and control room. He said that people should also be informed about the rescue and vaccination of Kovid-19. During the VC, Mandalayukt Mr. Hayanki said that continuously monitor oxygen level, BP, temperature, etc. of corona infected patients admitted in district hospitals, health institutions and covid care centers and their treatment should be done accordingly. In the treatment of Kovid patients, at any stage, they should be provided with the best possible treatment, so that they can get well soon. Oxygen canter should mark the required Kovid facility centers and beds. The commissioner directed all the district magistrates to conduct regular inspection and monitoring of the Kovid hospitals. He reviewed the number of beds in hospitals, number of admitted patients, number of recovery patients, oxygen beds, ICU bed ventilator beds and to ensure proper arrangements for patients and uninterrupted supply and availability of Kovid-19 basic medicine Instructed to get it done.
During the review, District Collector Smt. Ranjana Rajguru gave detailed information regarding the arrangements being made for prevention and control of corona infection in the district and said that there is no shortage of oxygen and cylinders in the district. He informed that constant monitoring is being done by the nodal officers in each of the hospitals.
