नई दिल्ली। देश में पिछले काफी समय से कोरोना से जंग लड़ी जा रही है। जोर-शोर से टीकाकरण अभियान चलाया जा रहा है। बड़ी लड़ाई, राजनीति और कहा-सुनी इसी बात को लेकर हो रही है कि समय रहते टीकों का पर्याप्त इंतजाम क्यों नहीं किया। मोदी सरकार की इस बात को लेकर बहुत आलोचना हो रही है कि उसने अपनी छवि चमकाने को अपनी जनता के लिए वैक्सीन रिजर्व नहीं की और करीब 90 देशों को निर्यात करवा दी। लाखों लोग अस्पताल में जगह न मिलने, अस्पतालों में आॅक्सीजन और दूसरी जरूरी चीजें न मिलने से मर गये। इसमें आम जनता से लेकर वीआईपी तक सभी लोग शामिल रहे। टीकों का इंतजाम किया नहीं और टीका उत्सव और सबसे बड़ा टीकाकरण अभियान घोषित कर दिया गया। अब पिछले महीने केंद्र ने हाथ खड़े कर दिए और मामला राज्यों पर डाल दिया। अब बदहाल राज्य अपने स्तर पर टीके के इंतजाम में लगे हैं। हम यहां यह कहना चाहते हैं कि आप सभी लोगों को टीके की उम्मीद न करें। और यह उम्मीद भी न करें कि टीका मिल भी गया तो आप सुरक्षित हो जाएंगे। टीके के साइड इफैक्ट सामने लगातार आ रहे हैं। दोनों डोज लेने के बाद भी अनेक लोग मर गये। हमारी राजनीतिक और प्रशासनिक स्थिति बहुत खराब है इसलिए सभी को टीका नहीं मिल पाएगा। ऐसा हम कुछ कारणों से कह रहे हैं, इस पर आगे बात करेंगे।
ऐसे में जब जनता को टीका लगवाने के लिए पंजीकरण और वैक्सीन सेंटरों पर लाइन में लगा दिया गया है कोवीशील्उ इंजेक्शन निर्माता कंपनी सीरम इंस्टीट्यूट ऑफ इंडिया (एसआईआई) ने एक बार फिर अपने हाथ खड़े कर दिए हैं. मंगलवार को उसने एक बयान जारी कर रहा है कि इतनी बड़ी आबादी वाले देश में दो-तीन महीनों में सबको टीका लगाना मुश्किल हैं. अपने बयान में सीरम इंस्टीट्यूट ने कहा कि हम दुनिया के दो सबसे अधिक आबादी वाले देशों में से एक हैं, तो इतनी बड़ी आबादी के लिए टीकाकरण अभियान 2-3 महीनों में पूरा नहीं किया जा सकता है, क्योंकि कई चुनौतियां होती हैं. पूरी दुनिया की आबादी को पूरी तरह से टीका लगने में 2-3 साल लगेंगे.
दुनिया की सबसे बड़ी इंजेक्शन निर्माता कंपनी की ओर से यह बयान तब जारी किया गया है, जब मंगलवार को ही विश्व स्वास्थ्य संगठन ने सीरम इंस्टीट्यूट को उसके द्वारा किए गए वादे को याद दिलाया है. विश्व स्वास्थ्य संगठन के प्रमुख प्रमुख टेड्रोस अदनोम घेब्रेयियस ने कहा है कि भारत में विनाशकारी कोरोना का प्रकोप कम होने के बाद सीरम इंस्टीट्यूट ऑफ इंडिया को वैक्सीन की आपूर्ति के लिए कोवैक्स प्रतिबद्धताओं को पूरा करना होगा. कोवैक्स दुनिया भर में कोरोना वायरस वैक्सीन की आपूर्ति के लिए एक वैश्विक पहल है. उन्होंने संवाददाता सम्मेलन में कहा कि दुनिया भर में कोरोना के मामलों में बढ़ोतरी के चलते वैश्विक वैक्सीन आपूर्ति प्रभावित हुई है और कौवैक्स के पास पहले ही जून के अंत तक 19 करोड़ खुराक की कमी है. कोवैक्स यानी वैश्विक कोविड वैक्सीन समता योजना के तहत अब तक 124 देशों को 6.5 करोड़ वैक्सीन दी गईं, लेकिन यह उन देशों और वैक्सीन निर्माताओं पर निर्भर करता है, जिन्हें अपनी प्रतिबद्धताएं पूरी करनी हैं.
मालूम हो कि इसके पहले भारत में कोरोना वैक्सीन की आपूर्ति को लेकर सीरम इंस्टीट्यूट के सीईओ अदार पूनावाला इस महीने की शुरुआत में ही हाथ खड़े कर चुके हैं, जब देश में 18 साल से अधिक उम्र के लोगों के लिए 1 मई 2021 से टीकाकरण के तीसरे अभियान की शुरुआत का ऐलान किया गया था. टीकों की कमी की वजह से महाराष्ट्र समेत कई राज्यों में 18 से 44 साल के लोगों को टीका नहीं लगाया जा रहा है. अदार पूनावाला इस समय अपने परिवार के साथ लंदन में हैं. वे उसी समय लंदन चले गए थे, जब देश में 18 से 44 साल के लोगों को टीका लगाने के लिए तीसरे चरण के अभियान की घोषणा की गई थी. लंदन जाने के पहले सरकार की ओर से उन्हें वाई श्रेणी की सुरक्षा भी मुहैया कराई गई है. लंदन पहुंचने के बाद एक अखबार को दिए इंटरव्यू में उन्होंने आरोप लगाया था कि भारत के प्रभावशाली लोगों में से कुछ उन्हें धमकी दे रहे हैं. इसलिए वे जान बचाने को भारत छोड़ने पर मजबूर हुए हैं। कायदे से केंद्र सरकार को आगे आकर इस पर बयान देना चाहिए था कि वे पूनावाला के आरोपों की जांच कराएंगे और धमकी देने वालों से पूछताछ करेंगे, लेकिन सरकार ने इस पर एक शब्द नहीं बोला।
पूनावाला ने भारत सरकार पर यह भी आरोप लगाया कि देश में जब कोरोना की पहली लहर के दौरान जनवरी के आसपास संक्रमण की दर में गिरावट आने लगी, तो सरकार ने वैक्सीन उत्पादन के लिए ऑर्डर जारी नहीं किया. इसलिए कंपनी ने वैक्सीन का उत्पादन बंद कर दिया. हालांकि पूनावाला के इस आरोप के बाद सरकार की ओर से जारी बयान में कहा गया कि वैक्सीन उत्पादन को बढ़ाने के लिए भारत की दो दवा निर्माता कंपनी सीरम इंस्टीट्यूट और भारत बायोटेक को अग्रिम राशि जारी की गई है, जिसमें अकेले सीरम इंस्टीट्यूट को 1700 करोड़ रुपये से अधिक राशि दी गई है.
भारत में सबसे अधिक कोरोना वैक्सीन की मांग वाली कंपनी सीरम इंस्टीट्यूट दुनिया की सबसे बड़ी टीका निर्माता कंपनी बन गई है. 2020 के पहले यह कंपनी ऑक्सफोर्ड-एस्ट्राजेनेका की भारतीय पार्टनर के तौर पर दवाओं का निर्माण करती थी, लेकिन जब से इसे कोरोना टीका के निर्माण के लिए ऑक्सफोर्ड-एस्ट्राजेनेका द्वारा अधिकृत किया गया और खुद प्रधानमंत्री नरेंद्र मोदी ने इससे निकटता प्रकट तो उसके बाद से वैक्सीन निर्माण में इसने अपनी मूल कंपनी ऑक्सफोर्ड-एस्ट्राजेनेका को भी पीछे छोड़ दिया है.
मोदी सरकार पूरी दुनिया को टीका उपलब्ध कराने का ढिंढोरा पीटने लगी। जुलाई 2020 से ही कंपनी ने टीका बनाना शुरु कर दिया था। दर्जनों देशों ने करोड़ों डाॅलर की राशि अग्रिम सीरम इंस्टीट्यूट को दे-देकर बुकिंग कर ली थी। इसके अलावा सीरम का करार विश्व स्वास्थ्य संगठन के कोवैक्स प्रोग्राम के साथ भी था। इस तरह जिन्होंने पहले से बुकिंग कर रखी थी, करार के अनुरूप उन्हें दवा दी ही जानी थी। सरकार ने अपने लिए समय से जरूरत के मुताबिक बुकिंग नहीं की उलटे कोरोना से जंग जीत लेने के झूठे दावे और कोरोना वैक्सीन निर्यात का ढोल पीटने लगी। टीका स्टाॅक में नहीं था और टीका उत्सव और दूसरे चरण का टीका अभियान लाॅन्च कर दिया।
मोदी सरकार ने अपनी जनता और दुनिया भर को जमकर उल्लू बनाया। मोदी सरकार प्रचार करती रही कि टीका भारतीय है और भारत इसका उत्पादन कर पूरी दुनिया को दे रहा है। इसके अलावा मोदी सरकार ने यह भी खूब प्रचारित किया कि उसने बेहतर प्रबंधन कर कोरोना को हरा दिया है। जबकि ऐसा कुछ भी नहीं था। लंदन के आॅक्सफोर्ड विश्वविद्यालय और एस्ट्राजेनेका दवा कंपनी ने मिलकर वैक्सीन का फार्मूला तैयार किया। उनका यह प्रयोग वायरस के मामले में कोविड से पहले से चल रहा था। कोविड आने के बाद जब कोई दवा पूरी दुनिया में नहीं थी और तरह-तरह की कोशिशें वैक्सीन विकसित करने की हो रही थीं ऐसे में आॅक्सफोर्ड विश्वविद्यालय और एस्ट्राजेनेका अपने शोध को कोविड में लाभप्रद माना। उसने वैक्सीन निर्माण के लिए आवेदन कर दिया। कोई विकल्प था नहीं इसलिए कुछ नहीं से कुछ होने को बेहतर मानते हुए वैक्सीन को विश्व स्वास्थ्य संगठन और दूसरे नियामकों द्वारा मंजूरी दे दी गई। बाद में वैक्सीन उत्पादन के लिए भारत के सीरम इंस्टीट्यूट सहित दुनिया की कई दवा निर्माता कंपनियों को आॅक्सफोर्ड विश्वविद्यालय और एस्ट्राजेनेका ने लाइसेंस दे दिए। भारत सरकार ने न शोध में, न ट्रायल में कोई पैसा दिया न कंपनी को वैक्सीन खरीद के आॅर्डर दिए लेकिन इसके बावजूद मोदी ने सीरम इंस्टीट्यूट का दौरा भी किया और देश-दुनिया को यह दिखाने का प्रयास किया गया कि भारत सरकार की ओर से और उसकी देख-रेख में वैक्सीन का उत्पादन हो रहा है।
दूसरे सरकार ने 22 मार्च 2020 से जनता कफर््यू को लाॅकडाउन में तब्दील कर करोड़ों लोगों को बेबश कर दिया। कोई तैयारी इस समस्या से निपटने और जनता को राहत देने की नहीं की गई थी। जनता के लिए मारक साबित हुए इस सरकारी कदम से करोड़ों लोग तबाह हो गये। हजारों मारे गये। जैसे तैसे जून-जुलाई में लाॅकडाउन हटे और लोग किसी तरह जीने-संभलने की जद्दोजहद करने लगे तो सरकार श्रमिकों के अधिकार कम करने और खेती को निजी क्षेत्र को सौंपने के लिए कानून बनाने में लगी। फिर बिहार चुनाव में पूरी तरह डूब गई। बिहार में तो यह भी वादा किया गया कि भाजपा की सरकार बनी तो वैक्सीन मुफ्त दी जाएगी। यह बात ही पूरी तरह अनैतिक थी लेकिन यह सरकार इस तरह की अनैतिकता लगातार करती रही है।
बिहार चुनाव से निपटने के बाद यह सरकारी उपक्रम बेचने और किसान आंदोलन को विफल करने में पूरे जोर-शोर से लग गये उसके बाद फिर से विधान सभा चुनाव में लग गये। अप्रैल में जब लोग हजारों की संख्या में मरने लगे, पूरा उत्तर भारत त्राहि-त्राहि कर रहा था, अदालतें फटकारें लगा रही थीं लेकिन मोदी एंड कंपनी चुनाव प्रचार में व्यस्त थी। पूरे साल में अस्पतालों में सुविधाएं और स्टाफ बढ़ाने का जरा भी प्रयास नहीं किया गया जबकि संसदीय समिति से लेकर वैज्ञानिकों की समितियों तक ने सरकार को सिफारिशें की थीं।
अब हालात बेहद बेकाबू हो गये तो ध्यान भटकाने को तरह-तरह के मीडिया मैनेजमेंट होने लगे। आखिर में टीकाकरण का मामला केंद्र ने राज्यों पर डाल दिया। सरकारें जनता के लिए कुछ नहीं कर रहीं लेकिन उनको कुछ करते हुए दिखना था इसलिए जगह-जगह वैक्सीनेशन सेंटर खोलने और टीकों की खरीद के टेंडर की खबरें आनी शुरु हो गईं। जनता में यह संदेश तो जाए कि सरकारें कुछ कर रही हैं। लाॅकडाउन लगाये हुए हैं लोग खुद से कमाकर नहीं खा सकते, सरकार गुजारे के लिए कुद देगी नहीं। बहुत लोग ऐसे ही कुपोषित होकर या भूखे रहकर मर लेंगे। टीके हैं नहीं लेकिन लाइनें रोज लग रही हैं। उम्मीद के भरोसे लंबा समय निकल जाएगा। कब टीके सरकारों को मिलेंगे, कब कितनों को लग पाएंगे। यह लंबा सिलसिला चलेगा।
टीका लेने के बाद भी लोग बीमार हो रहे हैं, मर भी रहे हैं। ऐसे में टीके के प्रभाव को लेकर लगातार सवाल उठ रहे हैं। इसलिए हम कह सकते हैं कि न तो सभी को कभी टीका मिलेगा, क्योंकि सरकार की नीयत आपको सुरक्षित करने की है ही नहीं। दूसरे टीका वास्तव में आपको बचा लेगा इसकी गारंटी खुद टीके के उत्पादक नहीं कर रहे, इसकी विफलता की लगातार खबरें भी आ रही हैं तो आपको मान लेना चाहिए कि टीका आपको बचाने वाला नहीं है।
जरूरी यह होगा कि आपको रोजगार-कारोबार करने के भरपूर अवसर मिलें, आपको सहजता से स्वास्थ्य-चिकित्सा और दूसरी जरूरी सुविधाएं मिलें तो आप ज्यादा ठीक से जीवन गुजार पाएंगे।

After dealing with the Bihar elections, they began to sell the government undertaking and thwarted the farmers movement and then again went to the Vidhan Sabha elections. In April, when thousands of people started dying, the whole of North India was trampling, the courts were rebuking, but Modi and company were busy campaigning. There was no attempt to increase the facilities and staff in the hospitals throughout the year, while the Parliamentary Committee to Scientists' Committees made recommendations to the government.
Now the situation became very uncontrollable, so different types of media management began to divert attention. Eventually, the Center put the matter of vaccination on the states. Governments are not doing anything for the public but they had to be seen doing something, so news of tenders for opening vaccination centers and purchase of vaccines started coming in. People are getting sick, even dying after taking the vaccine. In such a situation, continuous questions are being raised about the effect of the vaccine. That is why we can say that neither will ever get the vaccine, because the intention of the government is not to protect you. The vaccine itself is not guaranteed by the second vaccine that will actually save you, there are constant reports of its failure, so you should assume that the vaccine is not going to protect you.
