वाॅशिंगटन। अमेरिका के शिकागो के मिनियापोलिस में गोरे पुलिस अफसर डेरेक शाउविन ने एक साल पहले अश्वेत जार्ज फ्लॉयड को गले पर घुटना रखकर मार डाला था। अमेरिकियों के लिए यह अस्वाभाविक नहीं था। ऐसा होता रहता है। फ्लॉयड की हत्या पर लेकिन आंदोलन उठ खड़ा हुआ। अमेरिका में हुई इस एक घटना पर इतनी बात हुई कि पूरी दुनिया में अमेरिका की फजीयत हुई। मालूम हो कि पुलिस हर साल एक हजार से अधिक लोगों को जान से मार देती है। मरने वालों में गोरों की संख्या अधिक रहती है। लेकिन, आबादी के अनुपात (13ः) में अश्वेतों की मौतें दोगुनी होती हैं। कई अन्य मापदंडों पर अश्वेत पिछड़े हैं। अफसोस की बात यह है कि मानवाधिकारों की पुरजोर वकालत करने वाले अमेरिका में पुलिस किसी को मार दे तो उसे सजा का प्रावधान नहीं है। पुलिस में ज्यादातर गोरे हैं और उनमें से बहुत कालों के प्रति दुराग्रह रखते हैं।
कालों के प्रति भेदभाव, उनका शोषण और उत्पीड़न हमेशा से बड़ा मुद्दा रहा है। यहां दास प्रथा और कालों भेदभाव करने पर राष्ट्रपति की हत्या तक की जा चुकी है। हालांकि बीते कुछ दशकों से स्थिति बदलती सी लग रही थी। आज 90 प्रतिशत अमेरिकी गोरों और कालों के बीच विवाह का समर्थन करते हैं। देश में 2019 के बाद श्वेत बच्चों की संख्या अश्वेतों से कम हो गई है। अब अश्वेत भी महसूस करते हैं कि पहले के मुकाबले रंग और नस्ल के आधार पर भेदभाव में गिरावट आई है।
अमेरिकी नागरिकों के नजरिये में आये परिवर्तन के संबंध में जाने माने पत्रकार मैट येगलेसियस कहते हैं, 2008 में बराक ओबामा के राष्ट्रपति चुने जाने के बाद वामपंथी झुकाव रखने वाले श्वेत अमेरिकियों में नस्ल को लेकर जागरूकता पैदा हुई थी। फिर ट्रम्प समर्थकों ने अभियान चलाया कि देश के पहले अश्वेत राष्ट्रपति ओबामा विदेशी हैं। पुलिस द्वारा बाल्टीमोर और न्यूयॉर्क में एक-एक अश्वेत की हत्या और साउथ केरोलिना में एक अश्वेत चर्च में भीषण गोलीबारी की घटनाओं से लोगों को अहसास हुआ कि वे जितना सोचते थे, रंगभेद उससे बहुत अधिक व्यापक है। और फिर डोनाल्ड ट्रम्प राष्ट्रपति बन गए।
अनेक अध्ययनों में सामने आया है कि इस बीच ऐसा सोचने वाले गोरों की संख्या बढ़ गई है कि भेदभाव के कारण अश्वेत अमेरिकियों के पास अच्छी नौकरियां नहीं हैं, उनकी आय कम है। यह सोचने वाले श्वेतों की संख्या पिछले छह सालों में 33 प्रतिशत घटी है कि सरकार को अश्वेतों के साथ विशेष व्यवहार नहीं करना चाहिए। उल्टे अब अश्वेत लोग ही अपनी स्थिति के लिए गोरों की बजाय अश्वेतों को दोषी ठहराते हैं। रंग और नस्ल को लेकर लोगों के रुख में बदलाव तो आया है लेकिन काले और गोरे अमेरिकी अब भी 1970 के समान ही अलग-थलग हैं।
बहुतेरे अमेरिकी अफ्रीकी भी सोचते हैं कि अब पहले की तुलना में नस्लीय भेदभाव कम है। 1985 में तीन चैथाई अश्वेत सोचते थे कि भेदभाव के कारण ही गोरों के पास अच्छी नौकरियां, आकर्षक वेतन और शानदार मकान हैं। 2012 में ऐसा सोचने वालों की संख्या आधी रह गई थी। हालांकि, डोनाल्ड ट्रम्प के राष्ट्रपति बनने के बाद यह संख्या बढ़ गई थी। फिर भी, गैलप के सर्वे में रंगभेद को स्वास्थ्य सेवाओं, गरीबी, अपराध, पर्यावरण या राष्ट्रीय सुरक्षा से अधिक महत्वपूर्ण मुद्दा माना गया है।

Trump supporters then campaigned that Obama, the country's first black president, is a foreigner. Incidents of murder of blacks in Baltimore and New York by police and horrific shootings in a black church in South Carolina made people realize that apartheid is much more widespread than they thought. And then Donald Trump became president.
Numerous studies have revealed that meanwhile, there has been an increase in the number of whites who think that black Americans do not have good jobs, their incomes are low due to discrimination. The number of whites has fallen by 33 percent in the last six years, thinking that the government should not treat blacks with special treatment. Conversely, only black people blame blacks instead of whites for their position. People's attitudes about color and race have changed, but black and white Americans are still as isolated as they were in the 1970s.
Many American Africans also think that racial discrimination is less now than before. In 1985, three-fourths of blacks thought that whites had good jobs, attractive salaries and luxurious houses because of discrimination. In 2012, the number of such thinkers was halved. However, the number had increased after Donald Trump became president. Yet, apart from Gallup's survey, apartheid has been considered a more important issue than health services, poverty, crime, environment or national security.
