रुद्रपुर 03 अप्रैल। मास्क लगाने से कोरोना संक्रमण रुके न रुके लेकिन आपको पुलिस जरूर रोक सकती है और आपकी जेब खाली कर सकती है। उत्तराखण्ड के मुख्यमंत्री तीरथ सिंह रावत ने कोरोना प्रसार रोकने, संक्रमितों को उपचार आदि के निर्देश अधिकारियों को दिए हैं। अब जिला प्रशासन और पुलिस अब हर तरह के इंतजाम करने में जुटी है। आप सतर्क रहें, पहले से ही बदहाली, बेरोजगारी, आमदनी में कमी के शिकार आप लोग प्रशासन की कार्रवाई से मुश्किल में पड़ सकते हैं अगर सरकारी फरमानों का पालन नहीं किया तो।
जिलाधिकारी श्रीमती रंजना राजगुरू ने नैनीताल रोड स्थित कलैक्ट्रेट के सभागार में सम्बन्धित अधिकारियों के साथ अन्य प्रदेशो में कोरोना के मामलों में हो रही लगातार बढोत्तरी को देखते हुये कोविड-19 संक्रमण से बचाव के सम्बन्ध में तैयारियो की समीक्षा बैठक ली। उन्होने अधिकारियों को निर्देश दिए कि कोविड-19 संक्रमण को फैलने से रोकने के लिये सतर्क रहने की आवश्यकता है। सभी अधिकारी अपने-अपने कार्यालयों में आने वाले लोगों से कोविड-19 से सम्बन्धित गाईड लाइनों का पालन अनिवार्य रूप से कराएं।
डीएम ने अधिकारियांे से कहा कि पूर्व में लाॅकडाउन के दौरान अधिकारियांे को जो दायित्व सौपे गये थे उन दायित्वो को पुनः गम्भीरता से लेते हुये निर्वहन करने की आवश्यकता है। उन्होने कहा कि किसी भी प्रकार की लापरवाही न बरती जाये यदि किसी भी प्रकार की लापरवाही प्रकाश में आयी तो सम्बन्धित के खिलाफ कडी कार्यवाही अमल में लायी जायेगी। उन्होने कहा कि सम्बन्धित विभाग अपने-अपने स्तर पर कोविड-19 संक्रमण की रोक-थाम हेतु सभी तैयारिया पूर्ण कर लंे ताकि आवश्कता पडने परिस्थितियों को सम्भाला जा सकें।
जिलाधिकारी ने उप जिलाधिकारियो व पुलिस क्षेत्राधिकारियों को निर्देश देते हुये कहा कि अपने-अपने क्षेत्र में व्यापार मण्डल, समाजसेवी, जनप्रतिनिधियों के साथ बैठक कर मास्क, सामाजिक दूरी आदि गाईड लाइनांे का बाजार में आने वाले लोगों को अनुपालन कराने हेतु पे्ररित किया जाये। उन्होने कहा कि जिन लोगों ने कोविड-19 वैक्सीन की प्रथम डोज के बाद दूसरी डोज नही लगवाई है वे नियमित समयानुसार दूसरी डोज अवश्य लगवाये। उन्होने सम्बन्धित अधिकारियो को निर्देश देते हुये कहा कि जिन लोगों द्वारा कोविड-19 संक्रमण की रोक थाम हेतु गाईड लाइन का पालन नही किया जा रहा है उनके खिलाफ आवश्यक कार्यवाही की जाये। जिलाधिकारी ने डीडीओ डा0 महेश कुमार को निर्देश दिये कि कोविड-19 संक्रमण से बचाव हेतु आडियो, वीडियो आदि के माध्यम से व्यापक रूप से प्रचार-प्रसार कराना सुनिश्चित करें। उन्होने कहा कि कान्टेक्ट टेªसिंग व सर्विलांस पर विशेष ध्यान दिया जाये। उन्होने एडीएम व सीएमओ को निर्देश दिये कि अस्पतालो में दवाई, बैड, आईसीयू, आक्सीजन आदि व्यवस्थाओं का जायजा लेकर सभी व्यवस्थाओं को दुरूस्त कराना सुनिश्चित करें। उन्होने सम्बन्धित अधिकारी को निर्देश दिये कि औद्योगिक क्षेत्र व जनपद की सीमाओ पर टेस्टिंग/सैम्पलिंग निरंतर की जाये। उन्होने सीएमओ को निर्देश दिये कि न्याय पंचायत स्तर पर रोस्टर बनाकर वैक्सीनेशन व सैम्पलिंग के कार्यो को तेजी के साथ किया जाये।
जिले के वरिष्ठ पुलिस अधीक्षक दलीप सिंह कुवंर के अनुसार पुलिस को निर्देश दिए गये हैं कि बिना मास्क घूमने वालों को पकड़कर उनसे 200 रुपये जुर्माना वसूला जाए। डीएम के समक्ष बैठक में मुख्य विकास अधिकारी हिमांशु खुराना, अपर जिलाधिकारी उत्तम सिंह चौहान, जगदीश चन्द्र काण्डपाल, वीसी डीडीए बंशीधर तिवारी, सचिव जिला विकास प्राधिकरण पंकज उपाध्याय, सीएमओ डा0 डीएस पंचपाल, ओसी एनएस नबियाल, आरएम सिडकुल परितोष वर्मा, डीडीओ डा0 महेश कुमार, महाप्रबन्धक उद्योग चंचल बोहरा, मुख्य शिक्षा अधिकारी आरसी आर्या, जिला कार्यक्रम अधिकारी उदय प्रताप सिंह, डीपीआरओ विद्या सिंह सोमनाल, एआरटीओ वीके सिंह, एसीएमओ डा0 हरेन्द्र मलिक,जिला होम्योपैथिक अधिकारी डा0 महेश चन्द्र जोशी, जिला आयुर्वेदिक अधिकारी डा0 आशुतोष पंत, जिला आपदा प्रबन्धन अधिकारी उमाशंकर नेगी आदि थे।
Rudrapur 03 April. Corona infection should not stop by applying mask but the police can definitely stop you and empty your pocket. Uttarakhand Chief Minister Tirath Singh Rawat has given instructions to the authorities to stop the spread of corona, treatment to the infected, etc. Now the district administration and police are now making all kinds of arrangements. You should be vigilant, already the victims of plight, unemployment, loss of income, you may get in trouble with the administration's action if the government orders are not followed.
District Collector Smt. Ranjana Rajguru took a review meeting of preparations in relation to prevention of Kovid-19 infection in view of the continuous increase in Corona cases in other states along with the concerned officials in the Collectorate's auditorium on Nainital Road. He instructed the officers that there is a need to be vigilant to prevent the spread of Kovid-19 infection. All the officers must make the people coming to their offices compulsorily follow the guide lines related to Kovid-19.
The DM told the officers that the responsibilities which were entrusted to the officers during the earlier lockdown, need to be taken seriously and discharged. He said that no kind of negligence should be taken, if any kind of negligence comes to light, strict action will be taken against the concerned. He said that the concerned departments at their own level should complete all preparations for the prevention of Kovid-19 infection so that the necessary situations can be handled.
The District Magistrate instructed the Deputy District Magistrates and Police Officers that after meeting with the business circles, social workers, public representatives in their respective areas, masks, social distances etc. should be introduced to ensure that people coming to the market are compliant. He said that those who have not applied the second dose after the first dose of Kovid-19 vaccine, they must get the second dose on a regular basis. He instructed the officials concerned that necessary action should be taken against those who are not following the guide line to stop the infection of Kovid-19. The District Magistrate instructed DDO Dr. Mahesh Kumar to ensure widespread publicity through audio, video etc. to prevent Kovid-19 infection. He said that special attention should be paid to contact training and surveillance. He instructed the ADM and CMO to ensure that all the arrangements in the hospitals are reviewed by taking stock of medicines, beds, ICU, oxygen etc. He instructed the officer concerned that testing / sampling should be done continuously on the boundaries of industrial areas and districts. He instructed the CMO that vaccination and sampling should be done expeditiously by making a roster at the Nyaya Panchayat level.
According to the district's Superintendent of Police, Dalip Singh Kuwar, the police have been instructed to apprehend those who roam without masks and be fined Rs 200. In the meeting before DM, Chief Development Officer Himanshu Khurana, Additional District Magistrate Uttam Singh Chauhan, Jagdish Chandra Kandpal, VC DDA Banshidhar Tiwari, Secretary District Development Authority Pankaj Upadhyay, CMO Dr. DS Panchpal, OC NS Nabial, RM Sidkul Paritosh Verma, DDO Dr. Mahesh Kumar, General Manager Udyog Chanchal Bohra, Chief Education Officer RC Arya, District Program Officer Uday Pratap Singh, DPRO Vidya Singh Somnal, ARTO VK Singh, ACMO Dr. Harendra Malik, District Homoeopathic Officer Dr. Mahesh Chandra Joshi, District Ayurvedic Officer Dr. Ashutosh Pant, District Disaster management officers were Umashankar Negi etc.
