लखनऊ/प्रयागराज (इलाहाबाद)। योगी आदित्यनाथ की नाकामी से प्रदेश में हजारों लोगों की जानें चली गईं। हजारों लोगों का कोई न कोई परिजन हमेशा के लिए बिछुड़ गया और बहुतों का घर-मकान पैसा भी गया। योगी झूठे दावे करते रहे, जनता को धमकाते रहे और लोग परेशान और बर्बाद होते रहे। इलाहाबाद हाईकोर्ट ने प्रदेश में कोरोना संक्रमण से निपटने के सरकारी तौर तरीकों पर नाराजगी जताते हुए कहा है कि सरकार माई-वे या नो-वे का रास्ता छोड़े और लोगों के सुझावों पर भी अमल करे। नागरिकों को ऑक्सीजन न दे पाना शर्मनाक है। हाईकोर्ट ने तीखी टिप्पणी करते हुए कहा कि कोरोना का भूत गली, सड़क पर दिन-रात मार्च कर रहा है। लोगों का जीवन भाग्य भरोसे है। डर से सड़कें, गलियां रेगिस्तान की तरह सुनसान पड़ी हैं। शहरी आबादी कोरोना की चपेट में है।
जस्टिस सिद्धार्थ वर्मा और जस्टिस अजित कुमार की बेंच ने मंगलवार को कोरोना के मामले से जुड़ी एक पिटीशन पर सुनवाई करते हुए यह कमेंट किए। साथ ही सबसे ज्यादा प्रभावित 9 शहरों के लिए कई सुझाव भी दिए हैं। इन पर अमल करने और सचिव स्तर के अधिकारी के हलफनामे के साथ 3 मई तक रिपोर्ट पेश करने के लिए भी कहा है। इस केस की अगली सुनवाई भी उसी दिन होगी।
उच्च न्यायालय इलाहाबाद ने योगी सरकार को निम्न काम करने के निर्देश दिए-
-बड़े शहरों में हेल्थ बुलेटिन जारी करें ताकि मरीजों के परिजन का अस्पताल पर दबाव न बढ़े।
-पोर्टल पर भी अस्पतालों में बेड की स्थिति की जानकारी दी जाए।
-एंटीजन रिपोर्ट निगेटिव होने पर अस्पताल मरीज को भर्ती करने से मना न करे।
-संविदा पर स्टाफ नियुक्त किए जाएं। अस्पतालों में दवा, ऑक्सीजन की उपलब्धता बनी रहे।
-डॉक्टर, हेल्थ वर्कर को छह घंटे के रोटेशन पर तैनात किया जाए। ज्यादा कोविड सेंटर बनाए जाने पर विचार हो।
-कोरोना से वास्तविक मौत का आंकड़ा कोर्ट के नोडल अधिकारी को दिया जाए।
न्यायालय ने सख्त टिप्पणी करते हुए कहा कि सरकारी इंतजाम नाकाफी हैं। अदालत ने कहा कि भारी संख्या में लोग संक्रमित हो रहे हैं और जीवन बचाने के लिए बेड की तलाश में अस्पतालों का चक्कर लगा रहे हैं। अस्पताल मरीजों की जरूरत पूरी करने में असमर्थ हैं। डॉक्टर, स्टाफ थक चुके हैं। जीवन रक्षक दवाओं, इंजेक्शन की मारामारी है। ऑक्सीजन की मांग के मुताबिक सप्लाई नहीं हो रही। कई लोग नकली दवाएं बेचते पकड़े जा रहे हैं। सरकार के इतंजाम नाकाफी हैं।
उत्तर प्रदेश सरकार की तरफ से कहा गया कि संक्रमण को काबू करने के लिए हरसंभव उपाय किए गए हैं। गृह सचिव ने एफिडेविट दाखिल कर अभी तक किए गए उपायों की जानकारी दी है। इसके मुताबिक प्रदेश को 857 मीट्रिक टन आक्सीजन अलॉट हुई है। आक्सीजन की कमी को खत्म करने के लिए कदम उठाए जा रहे हैं। सप्लाई के लिए कंट्रोल रूम बनाया गया है।
हाईकोर्ट ने राज्य चुनाव आयोग को नोटिस जारी करते हुए पूछा है कि पंचायत चुनाव के दौरान सरकार की गाइडलाइंस का पालन क्यों नहीं किया गया, जिसकी वजह से चुनाव ड्यूटी कर रहे 135 लोगों की मौत की खबर है। कोर्ट ने पूछा कि क्यों न आयोग के खिलाफ आपराधिक केस चलाया जाए। कोर्ट ने बचे हुए चुनाव में गाइडलाइंस का पालन करने का निर्देश भी दिया है।

A bench of Justices Siddharth Verma and Justice Ajit Kumar made these comments on Tuesday while hearing a petition related to the Corona case. Along with this, several suggestions have also been made for the 9 most affected cities. They have also been asked to execute and submit the report by May 3 along with the affidavit of the secretary level officer. The next hearing of this case will also be held on the same day.
The High Court Allahabad directed the Yogi government to do the following:
In large cities, issue health bulletins so that the family members of the patients do not increase the pressure on the hospital.
-Portal should also be informed about the condition of beds in hospitals.
- The hospital should not refuse to admit the patient if the antigen report is negative.
- Staff to be appointed on contract. Availability of medicine, oxygen remained in hospitals.
- Doctor, health worker to be deployed on six-hour rotation. Consideration should be made for more covid centers
- The actual death toll from Corona should be given to the Nodal Officer of the Court.
The court made stern remarks, saying that the government's arrangements were inadequate. The court said that a large number of people are getting infected and are traveling to hospitals in search of beds to save lives. Hospitals are unable to meet the needs of patients. The doctors, the staff are tired. There is a glut of life-saving drugs, injections. According to the demand of oxygen, supply is not being done. Many people are caught selling fake medicines. Itanzam of the government is insufficient.
It has been said by the Uttar Pradesh government that all possible measures have been taken to control the infection. The Home Secretary has informed the measures taken so far by filing affidavit. Accordingly, the state has got 857 metric tonnes of oxygen allotted. Steps are being taken to eliminate oxygen deficiency. Control room has been created for supply.
The High Court has issued a notice to the State Election Commission asking why the government guidelines were not followed during the panchayat elections, due to which there are reports of death of 135 people doing election duty. The court asked why a criminal case should not be pursued against the commission. The court has also directed to follow the guidelines in the remaining elections.
