विदेशी रिश्वत पर शिकंजा कसने को मोदी सरकार ने नहीं की कोई कोशिश ! मोदी सरकार में कम होने के बजाय बढ़ा भ्रष्टाचार

नई दिल्ली। भ्रष्टाचार खत्म करने का शोर मचाकर भाजपा/नरेंद्र मोदी ने 2014 में सरकार बनाई मगर भ्रष्टाचार कम करने के बजाय इनकी सरकार में भ्रष्टाचार बढ़ा ही है और सरकार भ्रष्टाचार कम करने का दिखावा भी नहीं कर रही। भ्रष्टाचार पर सख्ती से लगाम लगाने का दावा करने वाली मोदी सरकार विदेशी रिश्वत पर शिकंजा कसने में विफल रही है। भ्रष्टाचार के बढ़ते खतरे के बावजूद भारत ने 2016 से 2019 के बीच विदेशी रिश्वत को लेकर कोई जांच नहीं की है। ट्रांसपेरेंसी इंटरनेशनल की एक रिपोर्ट में यह खुलासा हुआ है। एक्सपोर्टिंग करप्शन 2020 नाम की इस रिपोर्ट में कहा गया है ओईसीडी के 47 में से केवल 4 देशों ने विदेशी रिश्वत के खिलाफ सक्रिय रूप से कानून लागू किया है। इन 4 देशों की ग्लोबल एक्सपोर्ट में 16.5 फीसदी हिस्सेदारी है।

ट्रांसपेरेंसी इंटरनेशनल की रिपोर्ट में कहा गया है कि 2018 से दुनियाभर में रिश्वत और मनी लॉन्ड्रिंग घोटालों से जुड़ी जांच में गिरावट आई है। बड़े निर्यातक देशों चीन, जापान, नीदरलैंड, दक्षिण कोरिया, हॉन्गकॉन्ग, कनाडा, भारत और मैक्सिको का ट्रैक रिकॉर्ड विदेशी रिश्वत की जांच के मामले में काफी खराब है। विदेशी रिश्वत की जांच को लेकर चीन में भी भारत जैसे हालात हैं। चीन ने भी 2016 से 2019 के बीच विदेशी रिश्वत को लेकर कोई जांच नहीं की है। जबकि दूसरे देशों में कई घोटालों में चीन की कंपनियों का नाम शामिल रहा है। ओईसीडी से अलग दो प्रमुख देशों हॉन्गकॉन्ग और भारत ने भी इस अवधि में विदेशी रिश्वत को लेकर एक भी जांच नहीं की है। इन चार सालों में केवल सिंगापुर ने केवल एक जांच की है और एक केस का निपटारा किया है।

केवल अमेरिका, ब्रिटेन, स्विटजरलैंड और इजराइल ने बीते चार सालों में विदेशी रिश्वत के खिलाफ जांच की है। ग्लोबल एक्सपोर्ट में 3.5 फीसदी और 2 फीसदी हिस्सेदारी वाले फ्रांस और स्पेन की स्थिति में भी सुधार आया है। ट्रांसपेरेंसी इंटरनेशनल के सीनियर एडवाइजर और इस रिपोर्ट के प्रमुख लेखक गिलियन डैल का कहना है कि भ्रष्टाचार के एयरबस, एडॉबरेचट और अन्य मामलों के बावजूद कई देशों ने विदेशी रिश्वत के मामलों की जांच नहीं की है।

ट्रांसपेरेंसी इंटरनेशनल ने अपनी रिपोर्ट में कहा है कि कंपनी ओनरशिप की गोपनीयता खत्म होनी चाहिए। यह जांच में बाधा बनती है। साथ ही विदेशी रिश्वत को पीड़ित रहित अपराध के तौर पर देखना बंद करना चाहिए। ट्रांसपेरेंसी इंटरनेशनल ने अंतरराष्ट्रीय भ्रष्टाचार के केसों की जटिलता को दूर करने के लिए कानूनों को सख्त करने और उनको लागू करने का आग्रह किया है।

मालूम हो कि विदेशी कंपनियां, कारोबारी भारत के नेताओं और नौकरशाहों को रिश्वत देकर अपने काम कराते रहे हैं। 15-16 जून को लद्दाख की गलवां घाटी में चीनी सेना द्वारा 20 भारतीय सैनिकों के मारे जाने और चीन द्वारा भारतीय भूभाग पर कब्जा करने के बाद देश में चीन का विरोध काफी बढ़ा, लोगों ने चीन की वस्तुओं का बहिष्कार किया, बहुत कंपनियां चीन से कारोबार बंद करने की घोषणा करने लगीं, सरकार चीन को सबक सिखाने की घोषणाएं करने लगी, चीन विरोधी बयानों की बाढ़ आ गई लेकिन प्रधानमंत्री मोदी, रक्षा मंत्री राजनाथ तथा विदेश मंत्री जयशंकर चीन का नाम लेने से बचते रहे। तब खबर यह आई कि चीन दूसरे देशों के राजनीतिक दलों को मोटी रकम चंदे में देता है। भाजपा पर सवाल उठे तो भाजपा के वरिष्ठ नेताओं ने इससे तो इनकार नहीं किया कि भाजपा ने चीन से पैसा नहीं लिया है, उन्होंने जनता का ध्यान भटकाने को कह दिया कि राजीव गांधी फाउंडेशन को चीन से पैसा मिलता रहा है। इससे यह यह संदेह स्वाभाविक है कि पूर्व की भांति भाजपा को देशी-विदेशी कारोबारियों से पैसा मिल रहा है, इसलिए किसी तरह की जांच नहीं हो रही है।

Only the United States, Britain, Switzerland and Israel have investigated against foreign bribes in the last four years. The situation in France and Spain with 3.5% and 2% share in global exports has also improved. Gillian Dall, Senior Advisor at Transparency International and the lead author of this report, says that despite Airbus, Adobrecht and other cases of corruption, many countries have not investigated foreign bribery cases.

Transparency International stated in its report that the secrecy of the company ownership should be over. This hinders investigation. At the same time, foreign bribery should be stopped as a victimless crime. Transparency International has urged to tighten and enforce laws to remove the complexity of cases of international corruption.
