बीजिंग। चीनी राज्य परिषद के न्यूज कार्यालय ने मंगलवार को श्मानव गरीबी उन्मूलन में चीन का अभ्यासश् शीर्षक श्वेत पत्र जारी किया। समीक्षा में बताया गया कि पिछले 100 सालों में चीनी कम्युनिस्ट पार्टी ने चीनी जनता का नेतृत्व कर गरीबी के खिलाफ युद्ध किया, विशेषकर पार्टी की 18वीं राष्ट्रीय कांग्रेस के बाद से लेकर अब तक राष्ट्रपति शी चिनफिंग ने खुद इसका निर्देशन और बंदोबस्त किया और व्यक्तिगत रूप से लड़ाई का पर्यवेक्षण किया, जिससे पूरी पार्टी, देश और पूरे समाज की ताकत को एकत्र कर गरीबी के खिलाफ लड़ाई के भव्य और शानदार अभियान, तथा चीन में गरीबी उन्मूलन कार्य में प्राप्त कामयाबियों और विश्व के लिए दिए गए योगदान को दशार्या गया। इस श्वेत पत्र में इसकी व्यापक समीक्षा की गई है।
श्वेतपत्र के अनुसार सुधार और खुलेपन ने चीन के विकास को बहुत बढ़ावा दिया है, और देश में गरीबी कम करने की प्रक्रिया में तेजी आई है। चीन का विकास एक नए युग में प्रवेश कर गया है। चीनी कम्युनिस्ट पार्टी की 18वीं राष्ट्रीय कांग्रेस (नवंबर 2012) के बाद से साल 2020 के अंत तक 8 वर्षों के निरंतर प्रयासों के बाद चीन ने नए युग में गरीबी उन्मूलन के मिशन को निर्धारित रूप में पूरा किया है। श्वेतपत्र में यह भी कहा गया कि गरीबी उन्मूलन के विरुद्ध लड़ाई में पूरी तरह से विजय प्राप्त हुई है। चीनी राष्ट्र ने कई हजार वर्षो के विकास के इतिहास में पहली बार पूर्ण गरीबी को समाप्त कर दिया है और चीनी लोगों के सहस्राब्दी के सपने और लंबे समय की आकांक्षा को बखूबी अंजाम दिया है। श्वेतपत्र के अनुसार चीन, जो दुनिया की आबादी का लगभग पांचवां हिस्सा है, ने पूरी तरह से गरीबी समाप्त कर दी और सतत विकास के लिए संयुक्त राष्ट्र 2030 एजेंडा के गरीबी में कमी के लक्ष्य को निर्धारित समय से 10 साल पहले हासिल कर लिया। चीनी राष्ट्र के विकास के इतिहास में यह न केवल एक मील के पत्थर वाली महत्वपूर्ण बात ही नहीं, बल्कि मानव गरीबी में कमी के इतिहास में, यहां तक कि मानव विकास के इतिहास में अहम बात भी है। चीन ने वैश्विक गरीबी में कमी और मानव विकास में भी महत्वपूर्ण योगदान दिया है।
